As soon as a foreigner becomes a parent of a child holding Ukrainian citizenship, this parent can apply for Ukrainian permanent residence.
Getting permanent residence through your Ukrainian child is a 3-step process:
Step №. 1: getting an immigration permit;
Step №. 2: getting a D visa;
Step №. 3: getting a permanent residence permit.

*Notary and translation fees, insurance police, etc. may vary a little bit as every service provider has their own prices, however, the difference will not be very significant.
Now let’s break down all these three steps in details and find out how to pass them!
STEP № 1: Getting an immigration permit.
The process of applying for an immigration permit is regulated by the Procedure of Forming Immigration Quotas and by the Procedure of Processing Immigration Permit Applications and Decisions on Its Cancellation and Execution of Made Decisions, approved by the Regulation of the Cabinet of Ministers of Ukraine No. 1983 dated December 26, 2002.
A package of documents to be submitted to obtain an immigration permit:
Application (original).
Applicant’s ID (copy).
Certified and notarized translation into the Ukrainian language of the applicant’s ID (original);
3 photos 3,5 х 4,5 centimetres.
Documents certifying the place of residence in Ukraine and abroad (original). *Legalhack: This requirement is a tricky one. It often happens that the authorities do not accept a translated copy of an applicant's document containing his/her address on it as a proof or residency in the foreign country because there are no "place of residence" on it. To solve this issue, try asking your translator to write in the Ukrainian translation of the document "місце проживання" (place of residence) even if the original does not have these words. Ukrainian authorities are obliged to be guided by the official certified translation. So, since the translation expressly states "місце проживання" (place of residence), then formally there is no legitimate ground to reject this document and translation as the translator is duly certified and his signature on the translation is certified by a notary.
Document that proves the family relation with the child who is a citizen of Ukraine (e.g. a copy of birth certificate).
Child’s birth certificate (copy).
Bank receipt proving payment of the administrative duty (original).
* Extra documents may be requested if necessary as well as the applicant may be invited for an interview.
A service authorized to process the documents and to issue the immigration permit for applicants living already in Ukraine – territorial department the State Migration Service of Ukraine by the place of applicant’s residence. Those who live abroad can apply through overseas Ukrainian consulates.
Representation option – an applicant must at least either personally apply for the immigration permit or personally receive the permit. No representative is allowed for both cases.
Application processing time – up to 1 year from the day of receiving a full package of documents.
All originals of the above documents should be present upon submission and be provided for a review by the officer. Copies of documents must be notarized.
All documents should be issued at least 6 months prior to applying for an immigration permit.
Administrative duty – UAH 179,74.
An applicant is obliged to apply for a permanent residence permit within 5 (five) business days upon arrival to Ukraine.
Costs:
UAH 300 passport translation and notarization.
UAH 80 photos.
UAH 150 notarized copy of the child’s birth certificate.
UAH 179.74 administrative duty.
*Cost of a document certifying the place of residence in the applicant's country shall be checked with a relative authority of this country.
STEP №. 2: getting a D visa.
Having an immigration permit a foreigner now can apply and get a D visa.
A D-type visa is a long-term multi-entry visa issued to foreigners for a period of up to 90 days with a purpose for preparation of documents for a Ukrainian residence.
The foreigner shall submit the following documents to get a D-type visa:
Passport;
Visa application;
One colored photo in size of 35 x 45 millimetres;
Insurance policy covering not less than EUR 30,000.00;
Documents proving sufficient financial resources for living in Ukraine for the time period of visa;
Bank receipt certifying payment of a consular duty;
Copy of an immigration permit.
All documents issued by foreign authorities have to be legalized / apostilled, translated into the Ukrainian language (if not possible – into the English language) by a certified translator whose signature has to be duly certified (e.g. notarized) as well.
A D-visa is issued overseas by a Ukrainian consulate.
Time for getting a D-type visa is up to 10 business days for USD 65 and up to 5 business days for USD 130. Other amounts of visa fees may apply based on the reciprocity principle used between Ukraine and a relevant country. STEP №. 3: getting a permanent residence permit.
Now when a foreigner has both the immigration permit and the visa D, then he / she can arrive to Ukraine to apply and receive his permanent Ukrainian residence.
*Remember that in this case the foreigner is obliged to apply for a permanent residence permit within 5 (five) business days upon arrival to Ukraine.
The procedure of applying for a permanent residence permit is regulated by the Order of Preparation, Issuance, Renewal, Cancellation, Mailing, Withdrawal, Return to the State, Recognition as Null and Termination of a Permanent Residence Permit, approved by the Regulation of the Cabinet of Ministers of Ukraine No. 321 dated April 25, 2018 and also by the Temporary Procedure of Consideration of Applications for Issuance of a Permanent Residence Permit and a Temporary Residence Permit, approved by the Order of the Ministry of Internal Affairs No. 681 dated July 15, 2013.
A package of documents to be submitted to obtain a permanent residence permit in this case is as follows:
Application (original).
Applicant’s passport with a D-type visa (copy).
Translation into the Ukrainian language of a page the applicant’s passport containing personal data of the applicant (original). The translation should be done by a certified translator and his/her signature under the translation should be notarized.
Immigration permit (copy).
Bank receipt proving payment of the administrative duty (original).
Photo.
All originals of the above documents should be present upon submission and be provided for a review by the officer. Copies of documents must be notarized.
Application processing time – 15 business days from the day of receiving a full package of documents.
Representation option – only personal submission of documents. No representative is allowed.
Service authorized to process the documents and to issue the PRP – state enterprise of the State Migration Service of Ukraine, Center of Providing Administrative Services, territorial departments of the State Migration Service of Ukraine, by the place of residence of the applicant.
Permanent residence permit validity term – 10 years.
Costs:
UAH 85 state duty.
UAH 253 administrative duty.
UAH 291 cost of a PRP blank.
UAH 300 passport translation and notarization into Ukrainian.
UAH 150 notarized copy of the immigration permit.
